PROFILE
Rep. France Castro of ACT Teachers Party-List is a two-term Member of the House of Representatives and currently serving her third-term. She was the founding president of ACT NCR Union, the largest union of government employees and the first union of public school teachers in the Philippines. An advocate of education, Rep. Castro was instrumental in the passage of Republic Act 10931 which grants free tuition to students of state universities and colleges and RA 11997 which doubles the teaching supplies allowance to P10,000. She is the principal author of House Bill 9920 – Increasing the Minimum Salaries of Public School Teachers to P50,000, HB 206 – Lowering the Optional Retirement Age of Government Workers from 60 to 56, HB 549 – The Teacher Protection Act, among others. She is currently the Deputy Minority Leader of the House of Representatives.
Rep. Castro graduated cum laude in 1987 from Philippine Normal College (now Philippine Normal University) with a bachelor’s degree in Secondary Education, major in Mathematics. In 1996, she earned her Master of Science in Mathematics Education from the Pamantasan ng Lunsod ng Maynila. She taught for 25 years in different public schools in Metro Manila, finally as Master Teacher II at Quirino High School in Quezon City before resigning to serve as elected congresswoman for the sector which she came from.
Rep. Castro was awarded in 2018 as the Eminent Alumnus of Philippine Normal University, as well as the 2019 Arthur Svensson International Prize for Trade Union Rights and the 2019 Febe Velasquez Trade Union Rights Award for her pioneering work in the trade union rights of teachers.
